Recoding was not carried out.
Vocational training schools (code 6) can be both low and medium and the data provider
doesn't know how the code is distributed between low and medium vocational training.
This unclear code (22% of all persons) has a big impact on the results, therefore Hungary 
 could not be recoded.

If LIS users want to pursue a recode they may do so on their own responsability.
